Black Paper, the evil crime syndacate/ Government Spec. Ops Force of Coral and Ragol. This criminal organization falls under the shadowy jurisdiction of the "10 Nation Alliance" which was established on the Pioneer home planet of Coral. The leaders of the 10 Nation Alliance are also the people who started the Pioneer project. BP is seeking P1 information, and working against WORKS. So technically, this means that different branches/factions of the government are actually working agaist eachother, since WORKS is military.

You first meet Kireek during the quest ‘Battle Training’. Kireek is very powerful (except in V-hard/ultimate), and helpful as well, even though he prefers to work alone. Yes, powerful, helpful Kireek wants you to become more powerful as well. However, if he had a heart, he wouldn’t be doing all this for you just from the goodness of it. He sees something in you all right: a possible worthy opponent. Kireek is the powerhouse/assassin for the illegal organization Black Paper. He always equips the weapon Soul Eater, which gives him his special power.

If you -Do Not- tell Sue your name in the quest "Dr. Ostos' Research", Black Paper will see you as a threat, and send this purple HUcast after you. Kireek is one of the game’s most fascinating characters, as you meet him and fight him several times as you follow his decent into whatever form of insanity androids can have. Falz saw his power, just as it saw Ricos' and starts him on his path to insanity.

He had a rival on Pioneer 1. To obtain his Soul Eater, you fight him in "From the Depths" after he defeats Ash in the ruins. If you defeat him, he will drop his weapon. After he is defeated by you, Falz takes his nearly dead body and he meets the same fate as everyone from Pioneer 1.

Kireeks' P1 rival was HeathCliff Flowen. When Kireek learns that Flowen Died, he tries to fill the emptiness by doing Black Paper's dirty work, becoming the Assassin "The Black Hound". However, no one seems strong enough to truly challenge him as Flowen once did, so he challenges you instead, after he dissappears once the authorities begin an investigation. "It is rumored that he was killed by a hunter, but the rumors are unconfirmed".

GameCube Update
Kireek proves harder to defeat due to the new system where he has to get a hit in before you can hit him again.

Blue Burst Update
Kireek lives, and the tangent where you get his Soul Eater does not exist in the Cannon Plot that Sonic Team chooses. It is revealed that Kireek is who murdered the Father of Leo Graheart, founder of Team 0.0. WHY he is killed remains a mystery. You also find that he is in charge of Sue, as her master in the Black Paper hierarchy. He lives through the incidents of BB, and later appears in Episode 3. See Episode 3 Special Quests for more. In this episode, he is revealed to be un-motivated and apathetic toward conflicts. Without the influence of Falz, he seems purposeless, and even hints about going off-planet.

Tonzlar

You first find this overweight criminal in the quest 'the Missing Hunters'. He is lurking with his Black Paper associate Tobboke in Caves 2. All he'll say is "..." because you are not yet enemies. Later, he is summoned by Doronbo and Mujo as a guard in "Black Paper". This time, he will try to kill you. Tonzlar always equips a variety of pole arm, even though he is a ranger and should not be able to do so. (in the Dreamcast version) He isn't any good with it however, and cannot combo. Tonzlar is fairly easy to defeat each time you meet him. Although you defeat him and he is 'arrested' (disappears) in Black Paper he either is released or escapes to make another attempt on your life in "Dr. Osto's Research". This time he is simply told to kill anyone who comes near that section of the mines. It is never known what he is trying to guard here.

Tobboke

You first find Tobboke in the quest ‘The Missing Hunters’, where he is lurking in Caves 2 with Tonzlar. All he’ll say is ..... because you are not yet enemies. He is later summoned by Doronbo and Mujo as a guard in ‘Black Paper’. He will try to kill you in a relatively small room. Tobboke equips a variety of saber and likes to use a powerful form of Barta as well. He is more difficult to defeat then Tonzlar. When you defeat Tobboke, he is arrested and you never see him again.

Mujo

Mujo only appears in the quest ‘Black Paper’. He is with Anna and Doronbo at all times. He is eventually defeated by Kroe who equips a variety of slicer and presumably taken to the ship by her to be arrested after the quest.

Doronbo

Doronbo appears three times, in the quest ‘Black Paper’ ‘Lionel’s letter’ and ‘The missing Hunters’. He is with Kroe and Mujo at all times in ‘Black Paper’. He is eventually defeated by Kroe who equips a variety of slicer and is presumably taken to the ship by her to be arrested after the quest. Doronbo later escapes his arrest and goes into the forest to cause more trouble. He is an all around bad-Samaritan about finding a torso on the ground in ‘Lionel’s Letter’. Instead of looking for the owner, he takes it with the intention of selling it on the black market, in true Black Paper style. You can eventually scare him into dropping the torso to complete the quest when you find him on Pioneer 2. All he does is run away, probably to return later to cause more trouble.

Gekigasky

This passive member of Black Paper never has much to say. In the first quest you take, he will help Anna to attack you when you first see them in Caves 1. He equips a weak variety of rifle and is not difficult to defeat, he seems sort of half-hearted about it. He serves mostly as a lookout for the syndicate and can be found lurking in several areas only to say .... when you find him. For the most part, when there is Black Paper activity going on, Gekigasky can be found standing around somewhere. He even appears near the bank on board Pioneer 2, and later recognizes Sue as you pass him in the mines. He’ll warn you to stay quiet about what you have seen, but is non-aggressive. He equips a rifle.

Anna Waynes

Anna was tricked or seduced by a member of Black Paper into joining their illegal organization. She works as a thief for Black Paper, stealing items from hunters she defeats and bringing them to a trader working for Black Paper in order to get meseta. She enjoys fighting, especially for the prize of stolen goods and the promise of money. Anna attacks you twice throughout the game, both in the quest ‘The Missing Hunters’. She equips a variety of knives and is relatively easy to defeat. She is never arrested, although Kroe seems to think that she regrets what she has done.

Sue is a pivotal character in the game, perhaps more-so then any of the others. Depending on what you say to Sue, an entire sub-plot to the game will change around. You first meet Sue in the quest ‘Dr. Ostos’ Research’. Sue is frightened and alone at the time you meet her in this quest, and out of desperation, she hooks up with you. Sue is required to use her special power of ‘The Knack’ to open a broken door in the level. Sue always equips a special weapon, Fake Nei’s Claw, and prefers to use Zonde on enemies. She has taken a quest very similar to yours, and also needs to find Dr. Ostos’ notes as well as her friend. Sue’s friend could possibly be Gekigasky, as he recognizes her when you pass him in the hall. At the end of the quest, Sue will ask your name after you let her copy his notes. If you don’t tell her, she won’t leak it to anyone, and Kireek will not know to stay away. This way, you can fight him and learn more about Black Paper as this sub-plot is created. You will never meet Kireek again after the quest "Battle Training" if you tell her your name. Sue is a member of Black Paper, and has contacts within the organization.

Sue is an orphan, and joined Black Paper as a sort of second family. (Apparently, joining a gang to solve what's missing in your family life extends beyond just Anna Waynes) Sue is young, but still holds a lot of sway or power in the Black Paper Organization. When Sue speaks about the unstable life-span of Newmans, she reveals some of the uncertainty Newmans have about themselves in general. This unstability results in many newman orphans, presumably because the parents just drop dead at an early age. Sue joins P2 because she hears about a new form of life/energy. (Maybe this would stabelize Newman, and ease her fears?) Sue does not always agree with the ethics behind BlackPaper, (showing she retains a consience), but she believes some things have to get done, even if the methods are extreme.

Blue Burst Update
Sue appears in Blue Burst, still doing the dark bidding of Black Paper. This includes deleting data, interfereing with WORKS and generally impeding progress. However, her concience is still present, as she is the first one to value Rupika as a person, rather than a tool. She has genuine concern, and this may be one of the factors that brings poor Rupika back from the brink. It is also revealed that Kireek is Sue's master, and she must do what he says.
