Because Moatoob has a sattelite belt, it is hard to police the inner areas surrounded by the debris...so most rouges are from Moatoob.

Gawik owns the aptly named "Gawik's Pub" on moatoob, which you can visit. He knew Olson Waber at one point, but does not seem to elaborate. It is revealed that he may be a rouge (or was one in the past) and has a formidable nano-blasted form. He agrees to train Bukle Kinron to be a hunter and use a Nanoblast. Gawik was rumored to kill people on sight, in his rouge days. His NanoBlast form was also supposed to be quite formidable. He supposedly accidentally killed his best friend while nanoblasting (what did he do, fall on him?) From this friend he 'inherited' the Pub, and has maintained it ever since.

The Vol brothers do not have an individual profile. They always act as a group, and can activate a special attack against their foes when they all concentrate together. Hiru vol is the eldest, and brains of the bunch, he has a secret ambition to be a dancer. The Vol brothers are not the ORIGINAL Vol brothers, they are simply named after them. The original Vols were 2 brothers, who were widely respected among the rogues, and feared among citizens. In trying to capitalize on that fame, these upstart crooks have taken over the name.
The Vol brothers are largely bungling, and there is no crime too large or small for them to attempt. From defying the President, to petty theft, the Vols are up to it. They try to appear outrageous and brave, but they are actually cowardly at heart. They are not totally evil, and have a vague sense of fair play, as well as reciprocation. They alternately help and hinder Ethan, and anyone else's efforts throughout any plot.

Pipi Vol is amazingly crabby, grating and aggressive. She is also very unusual for a Beast, with pure white hair, blue eyes and very pale skin which is not suited to the harsh sun of Moatoob. She threatens to kill you on several occaisions, and doesn't have a nice word for anyone. She may be related to the *actual* original Vol brothers in some way, but won't say. It is revealed that she likes Solen Hanp, despite her general distaste for "men". She is somewhat 'dominatrix' like, and has a boot-licking obsession, which is odd because no one wants spitty shoes. In the end, she agrees to possibly date Solen Hanp, and calms down considerably due to his influence.

Alfort Tylor is a much respected Rouge leader. He got in trouble at some point in his life, but being so independent, he didn't go to his family for help, and set out as a rouge instead. He is the captain of the Landeel. Liina Sukaya is in love with him, and he is one of the few people that the Vol Brothers will willingly take orders from. At the beginning of the SEED attacks, he was helping Endrum collect A-Photon reactors. His method was to steal the reactors being shipped through the system by the Guardians, AMF or scientists, by attacking or ambushing their trains or ships with his own. He then had an agreement to sell the reactors to Renvolt Magashi in secret in return for tons of money.
Unfortunatly, Magashi stole the reactors at the hand-off, and betrayed Tylor. After failing to die in Renvolt's trap, he was framed by Endrum. Endrum had all the blame for the stolen reactors placed on Tylor, making him an infamous criminal, rather than simply a famous rouge. He eventually gets his revenge on Magashi. While the CAST is fighting Ethan on Moatoob, Alfort stabs him in the back, piercing his reactor core and killing him.
Later on, he assists Ethan and his team, by flying them in his ship the Landeel, to the HIVE sattelite to pull off the daring rescue of the captive scientists, Hyuga, Maya, and Kou Taragi. The rescue mission is successful, and as a result, he is pardoned by Obel Dallgun for his heroic actions. A free man now, he continues to roam the Gurhal system in the Landeel.

You never actually get to see Faori Koid's father. He is either a newman or a beast, because Kaori is half and half. Kaori mentions that his father was a rouge, and "that sucks!" because now poor Faori is dumped in a state-run orphanage on Moatoob.

This woman is a tough talking mine owner. She crabs at everyone near by, threatens violence, and generally acts mean. She is engaged in some sort of criminal activity, and also runs a mine. She is stealing workers away from the legitimate mine of Emun Ohka. She used to be in charge of some Street Gangs and rouges. She handed the control off to Tonnio, which was a mistake. Tonnio realized the errors of his criminal ways, and joined the Guardians. She feels this meant he abandoned her, and reveals that she may have liked him.
